Омар не то чтобы не знал, он менял шариат, то есть делал бидат и сам в этом признавался с радостью.

Volume 3, Book 32, Number 227:
Narrated Abu Huraira: Allah's Apostle said, "Whoever prayed at night the whole month of Ramadan out of sincere Faith and hoping for a reward from Allah, then all his previous sins will be forgiven." Ibn Shihab (a sub-narrator) said, "Allah's Apostle died and the people continued observing that (i.e. Nawafil offered individually, not in congregation), and it remained as it was during the Caliphate of Abu Bakr and in the early days of 'Umar's Caliphate." 'Abdur Rahman bin 'Abdul Qari said, "I went out in the company of 'Umar bin Al-Khattab one night in Ramadan to the mosque and found the people praying in different groups. A man praying alone or a man praying with a little group behind him. So, 'Umar said, 'In my opinion I would better collect these (people) under the leadership of one Qari (Reciter) (i.e. let them pray in congregation!)'.So, he made up his mind to congregate them behind Ubai bin Ka'b. Then on another night I went again in his company and the people were praying behind their reciter. On that, 'Umar remarked, 'What an excellent Bid'a (i.e. innovation in religion) this is; but the prayer which they do not perform, but sleep at its time is better than the one they are offering.' He meant the prayer in the last part of the night. (In those days) people used to pray in the early part of the night."

Омар сам говорит " какой прекрасный Бидат"... В хадисе говорится, что во времна Пророка(с), Абу Бакра и в первые дни правления Омара ночной намаз в месяц Рамазан люди делали индивидуально. А Омар решил объединить их в джамаат. Дальше сам же говорит " какой прекрасный Бидат".
В этом же хадисе черным по белому говорится, что ночной намаз в Рамазан во время Пророка(с) и Абу Бакра совершали индивидуально.

Book 003 - The Book of Menstruation (Kitab Al-Haid)

Abd al-Rabmin b. Abza narrated It on the authority of his father that a man came to 'Umar and said: I am (at times) affected by seminal emission but find no water. He ('Umar) told him not to say prayer. 'Ammar then said: Do you remember, O Commander of the Faithful, when I and you were in a military detachment and we had had a seminal emission and did not find water (for taking bath) and you did not say prayer, but as for myself I rolled in dust and said prayer, and (when it was mentioned before) the Apostle (may peace be upon him) said: It was enough for you to strike the ground with your hands and then blow (the dust) and then wipe your face and palms. Umar said: 'Ammar, fear Allah. He said: If you so like, I would not narrate it.
A hadith like this has been transmitted with the same chain of transmitters but for the words: 'Umar said: We hold you responsible for what you claim."
Муслим приводит от Ш’уба, что тот сказал, что Хаким от Зара, тот от Саида Абд ар Рахмана, тот от своего отца: «Человек пришёл к Умару и спросил о том, что если не найти воды в состоянии джунуб, что надо делать?». Умар сказал:«Можешь не читать молитву».
Услышав это, Аммар ибн Ясир сказал: «О, повелитель правоверных! Разве не помнишь, как мы были на войне и оба были в состоянии джунуб (ритуальной нечистоты), однако ты не читал молитвы, я же очистился песком и читал молитву. Тогда посланник Аллаха сказал: «Тебе достаточно было бы очистится песком, протерев свое лицо и руки». Услышав это, Умар сказал: «Побойся Бога! Аммар!». Аммар сказал: «Если хочешь, я не буду говорить об этом?».

Narated By 'Abdur Rahman bin Abza : A man came to 'Umar bin Al-Khattab and said, "I became Junub but no water was available." 'Ammar bin Yasir said to 'Umar, "Do you remember that you and I (became Junub while both of us) were together on a journey and you didn't pray but I rolled myself on the ground and prayed? I informed the Prophet about it and he said, 'It would have been sufficient for you to do like this.' The Prophet then stroked lightly the earth with his hands and then blew off the dust and passed his hands over his face and hands."

Вам не кажется странным что Бухари урезает этот же хадис? Как видим здесь не передается та часть хадиса где говорится следующее: Умар сказал: «Можешь не читать молитву».
и следующее: Тогда посланник Аллаха сказал: «Тебе достаточно было бы очистится песком, протерев свое лицо и руки». Услышав это, Умар сказал: «Побойся Бога! Аммар!». Аммар сказал: «Если хочешь, я не буду говорить об этом?».
И этот хадис у Бухари проходит как раз в Book 7. Rubbing Hands And Feet With Dust (Tayammum).
То есть Бухари приводит этот хадис как описание тайаммума и случаев когда надо делать тайаммум.
